Father of Voterology
Dr. V. Ramaraj is the central figure behind terms and concepts of “Voterology” and “Voterologism”. He has coined the term “Voterology” and “Voterologism”, defined the concepts and developed the frame work and theories. He served as the District Coordinator for Voluntary Organizations during the Indian National Voter Awareness Campaign in 2000, where he was officially conferred the title “Father of Voterology”. for his work in founding and promoting the discipline “Voterology” and the philosophy “Voterologism”, since 1996.
Dr. V. Ramaraj authored the book “To the Hon’ble Voter”, which debuted in 1996, and has published numerous popular articles focusing on election and voter awareness. He actively engaged in spreading Voterology among the people nearly three decades. On April 03, 2020, he founded the International Institute of Voterology. Dr. V. Ramaraj has conducted a series of awareness campaigns focusing on the importance of “Voterology” and the responsibility of citizens to ensure clean governance. He subsequently departed from this position to take up role in government service.
Dr. V. Ramaraj holds leadership qualities rooted in deep legal expertise, anti-corruption advocacy, and academic rigor in good governance. He actively advocates for reducing corruption within the democratic process, emphasizing that the “vote, voter, and elections” are the foundational pillars of democracy. He is arguing that voter awareness is crucial to eradicating corruption. He encourages, through his addresses to college students, that the younger generation must actively identify and combat corruption in the election process. Dr. Ramaraj holds a strong, principled stance that to eradicate corruption, citizens must take responsibility, and the three aspects of democracy—votes, voters, and elections—must be kept clean.
Extensive academic background
Dr. V. Ramaraj possesses an extensive academic background focused on law, administration, and social sciences. He holds multiple postgraduate degrees in various specialized fields. He is holding doctorate in Administration of Justice (Ph.D.,) and research degree in Police Administration (M.Phil.,). He is post graduate in Constitutional and International law (LL.M.,), Labour and administrative law (LL.M.,), Human Rights (M.H.R.,), Criminology and Police Science (M.A.,), International Relations (M.A.,), Political Science (M.A.,), Public Administration (M.A.,), and Journalism and Mass Communication (M.A.,). Further, he obtained post graduate diplomas in Criminal Justice, Child Rights and Protection and Journalism.
Three decades practice
Dr.V.Ramaraj’s legal career began as an Advocate in 1992 at High Court of Madras. Due to financial difficulties, he moved to home town and established a law office at Palani in 1993. Following his marriage to scientist at the Indian Space Research Organisation, he moved to Bangalore, established a law office in Hosur, Tamil Nadu and continued practicing until February 2022. Throughout his legal career, he was actively engaged in organizing free legal aid camps, spreading legal awareness, made substantial contributions to the government legal services authority and consistently assisted impoverished and downtrodden people.
Justice for Children
Dr. V. Ramaraj was appointed as a member of the State Commission for the Protection of Child Rights (SCPCR) by the Government of Tamil Nadu in January 2021. In his 13 months short span, he visited 21 districts and held review meetings with district officials responsible for children’s welfare, district child welfare committees, district child protection units, and child protection committees. Additionally, he has examined children’s homes, adoption centres, juvenile facilities, schools, anganwadis, noon-meal programs, police stations, and the central prison. He has provided training to the secretary of village child protection committees/almost 1000 village administrative officers in Madurai, Dindigul, and Krishnagiri districts, and has given numerous lectures on different platforms regarding child protection. He was tasked with preparing Model Rules for the Commission and he has written and presented them to the SCPCR. His dedication to the children serves as a model in the history of the Tamil Nadu Child Rights Commission.
Consumer Justice
In March 2022, a selection committee led by a High Court Judge appointed Dr. V. Ramaraj as President of the District Consumer Protection Commission at the District Judge Super Time Scale level. He worked in the Ariyalur and Namakkal district and in his tenure, resolved numerous consumer disputes and achieved the top rank in complaint resolution through mediation in India. He has given lectures at colleges and various platforms on consumer law and raised awareness.
Anti-Corruption
In February, 2025, Dr V.Ramaraj was appointed as Member of Tamil Nadu Lokayuta @ High Court Judge salary, allowances and service conditions, he assumed office on 4th March, 2025. Tamil Nadu Lokayuta is a quasi- judicial body to inquire allegations of corruption against public servants and government officials. Dr. V. Ramaraj, as a member of the Tamil Nadu Lokayukta, has conducted a series of awareness campaigns focusing on the role of the Lokayukta in curbing corruption.
Writing and Research
Dr. V. Ramaraj has authored numerous articles on socio-legal topics in mainstream media and has appeared as a chief guest on television networks. He authored a book titled “To the Honourable Voter,” published 25 research articles in journals, and acted as a research supervisor for 21 postgraduate law students. He has presented five research dissertations for different studies. One of his research article was taken place as a study material at the National Judicial Academy in Bhopal.
General Service
Dr. Ramaraj has participated in international conferences overseas and had the opportunity to visit the International Court of Justice. He possesses travel experience in foreign nations such as France, Belgium, The Netherlands, Switzerland, Germany, Luxembourg, Sri Lanka, Malaysia, and Vietnam. Dr. Ramaraj has been the District Coordinator for voluntary organizations involved in National Voters Awareness Campaign for almost five years in the national effort to enhance democratic engagement. He has held multiple roles, including President of the Young Lawyers Association, Secretary of the Bar Association, and Life Insurance Agents Association in Palani within Dindigul district. In 1991, he established a social service initiative called Working Peoples Forum and for almost a decade organized legal and medical aid camps along with social awareness programs. His interested areas of study are social science includes Peace Studies, Political Science and Public Administration, Sociology, Journalism and legal studies include as Constitutional Law and Law on International Institutions, Criminal Justice and Victimology, Law on anti-corruption, Human Rights, Child Rights, Consumer Protection.
Early days
Dr. V. Ramaraj was born on 5th May, 1968 at Kankkanpatti village, near Palani, Dindigul district. His father was a licensed document writer and small-scale farmer. He engaged in agriculture on the weekends and holidays while he was in high school. While studying in the 11th and 12th standards, he operated a small groundnut oil grinding factory right at home (first job). Despite achieving one of the highest ranks in school exams (1985), he could not pursue his education in college due to the circumstances. He moved to Coimbatore and nearly three years, travelled to village every day on a bicycle and sold clothes (second job). Nonetheless, he has not halted his education, he enrolled in undergraduate studies through distance learning and completed (1988). Subsequently, he became a Life Insurance agent (third job) and, with the money he made, attended law college and attained a law degree (1992).
